Contrib should clear providers cache when disabled/enabled

Description
In Site Configuration -> More Like this I see taxonomy, though I had disabled MLT Taxonomy.
Steps to reproduce:
- Completely uninstall MLT and its providers
- Enable MLT and MLT Taxonomy provider modules
- Disable MLT Taxonomy module
- Go to Administer -> Site Configuration -> More Like This -> Taxonomy
- You will see an error:
