hardcoded languge entries with multiple language site

if You have multiple languages on site then part of navigation items(for example "create content") and general names which displayed on posting new content (for example when posting new item to Forum then there is possibilty to choose from dropdown list the forum folder where to post, but above this dropdown list is hardcoded name "Forums" ) are hardcoded and have no multile language support
