At checkout page:
1) switch billing country to one which has a tax
2) Order total preview changes correctly (the two lines "Subtotal excluding VAT:" and "VAT" appears, order total updates)
3) switching back to a country without tax applied "Subtotal excluding VAT:" and "VAT" disappears, but order total doesn't update (still price with tax)

I can confirm this as well.
