Can't Add and Re-order blocks

Hello everyone, I have a problem and like the title suggests, I can add more blocks or reorder. It all started when I installed the Drupal vB module, but only enough to clear the form and I could add and arrange the blocks. But now I can not disabling Drupal vB module, what has happened something like this? and How do I fix?
