Link to doublecheck clean URL's is not correct

Issue Summary

When on '/admin/settings/seochecklist' there's a link under 'URL paths' - 'Clean URL's' to doublecheck if Clean URL's are really enabled.

It links to /admin/settings/admin/settings/clean-urls instead of to /admin/settings/clean-urls.
