taxonomy blocks are not being created

Description
When I select that I want a block to display for a vocabulary and save, no blocks are generated. The vocabulary has posts in the relevant terms and yet there is still no block being generated. Can anyone please assist me trying to figure this out? No error messages are generated and nothing hits the log file. I also tried running cron and that does not help either.

Make sure you have select the Vocabulary ID in:
--> Administer - Site Configuration - Taxonomy Block

The menu path you gave does not exist.

Look at the screenshot in this attachment. You may try to install this module again.
