...But I'd be very interested in working with anyone who's looking to start such a project. VotingAPI was designed with that in mind, but I'm sure there are tweaks and architectural improvements that can be made to make that kind of engine easier to develop.

there were a lot of big words in there. Is this a bit like what digg.com are up to?

I am trying to emulate this at the moment. Starting with assigning a 'rank' to each item, and allowing each user to move the rank up or down one point.

I haven't begun to think about what to do about the other bit. Namely arranging the content in a suitable way based on these numbers and how old the item is.
