Can someone tell me what module Locale is a part of? I see this as an option in one of my Drupal sites but not in another, and I cannot find where it is coming from. Anyone know off hand?

It should be listed on you
It should be listed on you modules page under "core optional", which means that it is part of Drupal itself and always installed (but not activated by default). Are you sure you don't have it on all your installations?
