Execute SQL on cron run: $25 bounty

I need someone to write and ensure SQL statements that do the following are run by cron.php:

* Get all rows in the in the workflow_node table with an sid of 2.
* Compare the nid of those rows to the rows in the workflow_scheduled_transitions table. If there is no entry in the table for the nid, add a row with the nid of the node, the old_sid set to 2, sid set to 3, and scheduled 72 hours after the stamp in workflow_node

Need this done ASAP. I'd prefer to use http://drupal.org/project/sqlcron provided it keeps your development time shorter.
