Issue Summary
This is an old issue that used to be hosted at comms.hb.o requesting a simple way for users to create organic groups through a web interface that wanted information. Now that the dev branch has tag support this feature will be easier. This may not even be code work, but may just need to be documentation on how to configure a site to enable this feature.
The work flow should go something like this. Users should be able to browse to a tapatio deployment site and create an account (maybe after being handed a join key, and be able to create a tapatio group, add their twitter account and specify what topics they are interested in getting intel on. If additional tags are available they should be able to specify priority of intel and descriptions of what they consider the different priorities to be. This data can then be used by operators to determine when and with what frequency to send out info.
