Subscriptions image not serving it's purpose, no mouseover action

I've looked around for some insight on this but am not having any success. The "Subscriptions" image does nothing but look pretty. I think some javascript stuff should happen on mouseover, but no. Anyone else have problems, better yet, solutions?

Oh, another thing, if I disable it I get error messages when reloading the page. So for now I have to keep it on even though it's misleading.
