Content Management section missing

Hello,

I installed the module as usual, turned it on, went to the configuration and set all the configurations. According to the docs, to associate an image with a term I am supposed to have a menu in the content management area that gives me UI for this. This set of interfaces is missing for some reason.

Any idea why the content management piece would be missing but the site configuration parts would not be missing?
