"Edit HTML Source" - not working blank page with {$lang_theme_code_wordwrap}

Hello Drupal,

v 4.7.3
First time post, be kind, I looked far and wide, fixed one problem, can't find a clue on this one.
This concerns the WYSG FCK EIEIO editor? (no clue which one) the editor works, posts fine, previews fine, i click the html button and i get a popup that expands is blank aside from a check box and {$lang_theme_code_wordwrap}

Any clue on this? Is something not installed? bug? This is off an existing install, just walked into this one.

Some guidance would be great, i can't find a thread.

UPDATE:
this does work in Firefox, does not in IE8, Chrome...
I feel this may be as good as it's going to get, but i'm open for suggestions.
