Move all spell check related code to Spell check

All spell check related code has been removed from ATR and will be moved to Spell check (separate project) to make the spell check easier accessible to everyone and to remove Spell check's dependencies. Spell check will work with ATR. After installing the module it tells ATR it can review texts just like Spell check from the Automated Text Review package did before.
