Issue Summary
When registration key is required for new account registration, any time a user attempts to edit and save their own user account they receive Group registration key is required. Same thing when an admin attempts to edit and save someone's account.

There's a fix checked in that's in the latest 6.x dev version. Anyone able to test it?
