Not sure what you mean. The link on the project page for userpoints contrib correctly links to project/userpoints_node_action and it works.

oh.. sorry actually link is broken for "Nodes and comments" this module, it goest to page not found..., its link should be http://drupal.org/project/userpoints_nc
