How would one go about enabling this feature?

I had the feature a couple of days ago but now it seems to have disappeared, I'm not sure if it was perhaps attached to a module I've gotten rid of at some point...

I can't be doing with this weight drop boxes...

Any help would be great

Ok so I've worked out that its just on the theme I'm using that doesn't have the drag and drop menu's...

Does anyone know how I'd go about introducing them to my theme? Is there much work involved?

I also seem to have 2 sets of breadcrumbs in my Admin menu's on my theme, but not in Garland etc.. Any idea's?
