Title of Location is displayed twice when number of locations is set to more than 1

In create content screens, I'm getting double dose of "Location, Location" (see attached jpg). This is potentially confusing for users; and certainly of concern for design reasons.

I want to either:
a) hide the second title
or
b) change it to something more useful, like 'enter a new location here'

How can I access these elements for theming the fieldset?

Also, how can I move the location field up or down in the order of the form? It isn't draggable.
