file_move() should return the new object on success

Issue Summary

This should be the case for consistency with the file_copy() function and also because it would be useful.

Explain further? Looks to me that file_copy() does not return an object either, but rather a status code.

as much as i'd love to hijack this issue just for the super low nid, at this point it's a duplicate of #142995: Add hook_file and make files into a 1st class Drupal object.
