Enable anonymous commenting - works to post comments as anon
Enable Comment alter taxonomy vocabulary for desired content type - comment form fails to give "Save" button on Preview, can't post comments as anon
Most likely this module is not for my specs, but it would be a nice option to allow a blank field for anonymous users, so they can *add* new tags to a node. Maybe even after moderation occurs.
Suggestions of other modules with these features welcomed :)

Did you give permissions for the anonymous role to change comments for each vocabulary you are using with comment alter taxonomy?
