Global setting for field not sticking...

Everytime I change the global settings within a field it doesn't save...

I'm trying to make it so that a link isn't required if there isn't one..
..and also for the link to open in a new window etc..

It's not saving though..
I'm trying to do this all in the content types bit...

Is there anywhere else to change global settings or.. ?
