I'm trying to figure out exactly what this particular item means, in the context of Rules. Is it "user's account is now more than 24 hours old?" or is it "24 hours since some other event was triggered?" (and if so, what event?). I'm really confused about what this means, and I think it could use a clearer label. The documentation in the code didn't really shed much light on it either.

In any event, we're trying to send a welcome email to new users, preferably about a day after they've signed up. Is this the one we're looking for?

so after a few days of testing to see what it does, it appears that this will trigger every 24 hours after the user's create time.
