How do I create and maintain a mailing lsit for my site?

Hi everyone, is there a way for me to create a mailing list based on my drupal site, user information and using only Drupal modules? If not, what are the external programs or apps that you recommend I install?

I would like my email list to be available upon registration to my site, as well as registration or removal from the list once the user has already registered for my site.
