Only 3 primary links seen: Caused by php theme or internationalization module?

Issue Summary

some language variable primary links are missing using the internationalization module using the Getfirefox theme.
I have the primary links set as language variables for the internationalization module and when I add the japanese primary links only 3 of the 6 appear.

It seem that the links after the second link do not appear, except that the last link appears. In other words, from the 3rd to the next to last link do not appear, if that helps.

Is this caused by php theme?

Any suggestions?
