All services show if none are selected

On the settings page at admin/settings/service_links/services
If no services are selected, all will appear.

Update:
After selecting one service to show, saving those changes, then de-selecting that one service and saving changes again: this problem no longer exists, no service links will show to the user.
It would also seem that this process has made this warning disappear:
