When I'm creating a new page content type, the Input Format, Authoring Information, Publishing options, and Menu settings options are not active until I press Preview. Is this normal behavior?

This isn't normal behaviour. Can you confirm with 4.7.0 final?

4.7.0 final does the same thing. The other content types don't seem to have this problem. Just the page content type.

I have the same problem under 4.7.0, but with creating a blog entry as well as several custom content types built under CCK.
