Only run imagecache on images that require it

Description
Hey all. In my setup, it would be greatly advantageous to only run imagecache scale on images that are actually larger than the scale size. Anything smaller it would be much faster to serve as-is. This would save quite a bit on cpu, I'd think, and has no downsides I can see.
