Call to undefined function page_manager_get_current_page() in E:\xampp\htdocs\home\modules\ctools\includes\context-task-handler.inc on line 60

I have just updated ctools and panels. after the update i get this error. it showed 5 min after updating.

i have ran update.php few times now.

I would guess your update was somehow not complete or successful, as that function should be in page_manager.module and should be readily available. You should try removing your ctools directory entirely and re-installing it from the tarball.
