I saw that patch was closed last October, and that the 'Download latest release (4.6.0, 08/04/2006 - 07:15, 35.65 KB)' version is dated this month. Since the date was so much later, I assumed the patch would be in that latest release, but it wasn't.

Should it have been, or am I misunderstanding how patches and releases work? (I'm still new to this, so apologies if it seems obvious).

Since you are downloading a release instead of the CVS HEAD version patches will not be included, unless they were committed to the specific version you were downloading. The date is the build date of the tarball, not the date of the latest commit.
