When applying visibility rules to a block in a panel via the drop-down menu, the "Visibility Rules" section will always show "No Rules" even though rules have been applied. I checked the table in the database and they are being applied, but there is no way to edit existing rules in the user interface.

No error messages are evident.

Drupal 6.14, All modules up to date.
