I have some experience building websites, but have never used any of the major CMS's. I am contemplating learning Drupal because of all the flexibility it is touted to have, but I am wondering if Drupal makes it easy to quickly create simple websites that mainly have only text, pictures, and a menu in them.
I'd like for Drupal to help me with the structure and content management of such sites (and also leave open the possibility to make such sites more complex in the future), but I don't want it to take forever to put together a simple, small website initially.
Can Drupal help me crank out small, simple sites quickly?

Based on how well you 'click' with Drupal, some seem to catch on pretty quickly, others it would seem leave dents in walls.
Based on how complex the site is.
And on how well you can live with default behaviors, some people what everything "there way" and that takes extra time.
Using an existing theme speeds things up.
So at this point (I have used Drupal for a while), using a standard theme I can get that type of site up in less than half a day, for someone who has not used or studied Drupal it could take a day or two, it can also take a lot longer.
Yes and No
If you are trying to crank out simple websites then I think that Drupal is overkill, especially if you are using a cheap host that will limit your CPU usage. It took me about 6 months to get comfortable creating websites with Drupal. There are some tools to help speed the creation such as Profiles. I usually try to determine if the website will need any dynamic content either now or in the future. If you see an immediate or future need for dynamic content then make the plunge and go forward with Drupal.
Take a template
Based on my experiences when dealing with new tech, it's better if you have a sample code, or in web development, maybe a free and simple template.
