You can find the instructions and code for CitizenSpeak integration with CiviCRM 1.5 (note 1.5 is a development version of CiviCRM)

Hey David: This sounds great. I take it this is a new development. did you do the work for a client? Let me know if you have some free time to talk. i'd love to understand it a bit better and at the very least blog about it. I also suspect people like eric at dev seed will be interested.
