Limited to 3 submissions

My second problem I'm hitting with Webform in Drupal 6.12 is that even though my form is set to unlimited messages, I'm getting this error:

"You cannot send more than 3 messages per hour. Please try again later."

As a test, I set the form to a limit of 60 messages per hour, but still get the above...cleared the cache and still get it.
