I have the "Allow users to choose default" option turned on in the WYSIWYG settings page, on the "Basic" section, but when I go to my account page, I have no option to choose/override the default editor state.

Am I missing something or is this really missing from the interface (in which case we should then escalate this to a bug report)?

That part is currently not enabled. A todo comment in the code points to #322433: Replace default editor status option(s) with intelligent logic, there you can find more info on why this functionality needs a rewrite.
