Do not store empty strings, signal an error instead

This is a sister issue for #582008: Empty source strings should not be stored which was submitted for l10n_server. The underlying issue is as much in potx as in l10n_server. So the implementation of the save callback should push an error message if the string was empty. This patch also includes tests.
