under 4.7 RC4, buddylist latest release 4.7, when used english, everything works fine.

After default language change to non en language, or I do some strings translation to zh-hans, users fail to add buddies with "you can not access this page".

and I restore default language to english, it works again.

And the account notice of be adding doesn't shown in non en language.
