Ads don't display after a couple of minutes

Now they are back..... after 20 minutes.

any idea???

Important information I have to add:
We changed the IP address that host our website and the propagation is not yet finished.
Currently the only way I got to access it, is by the IP address, not the host name.

so when I follow the steps under the Debug.txt, it asks me to load this URL:
http://www.it-expertise.com/sites/default/modules/ad/serve.php?q=1&t=2&u...
which return nothing yet for me....

When I replace the Host name by the IP I got this report

I had to rebuild my adds because when I've set them up I was logged either at http://localhost or http:// 192......
