Description
When set up, the flag content is not available for anonymous users. I need to include them also.

Anonymous users may not flag content in Flag 1.x. It's a feature that's being worked on for the 2.x version. See #271582: Allow anonymous users to flag content.

Sorry but in the list of the modules, package Flag 2.0 still not exist. I have the 1.1 Even the update system fo Drupal doesn't indicate any 2.0 :-/

The 2.0 version is not released (or supported) yet because it is not finished. You can always download any version of any project by clicking "View all releases" on the project page. Then download the 2.x development version.
