When trying to update the repository for a few contrib modules (I do translation work), I get the error:

cvs login: authorization failed: server cvs.drupal.org rejected access to /cvs/drupal-contrib for user goofyx

Has something changed regarding the CVS access policy?

Maybe you just hit the time when the password file was regenerated from MySQL.

No, still the same. Should I change the password and try again afterwards? How much time should I wait for the password file to be regenerated?

it is regenerated every 30 minutes.
