This only happens on panel panes (not panels). Panes that have Skinr settings already applied are usable.

To reproduce:

1 - Add a new pane to a panel (save and update)
2 - Go back and try to change the style to Skinr and you will be the option is not there.

Or:

1 - Change a pane that has the Skinr style applied to No Style or something else
2 - Then try to change it back to Skinr.
