Hello
It is possible create a block with a TOP contentet (node with a maximum votes etc)? Maybe I can use Views module for this?

If you're having a problem open an issue in the Voting API queue. Views sorting works for many other people, like yours truly.
Also the last person to report a problem #606760: Getting a view to sort from positive to negative said that it did work for him, his mistake was not having the latest version of Voting API.
If you're still having a problem, create an issue in the voting api queue with the following information:
the versions of voting api and views you're using, your views configuration, and basic information about your setup.
Though if you're completely sure this is a bug in vote up and down rather than open api feel free to reopen your issue, that's what those commands are there for.
