What is the tab "Manage Fields" about. What should it do?
Searching for that but cant find anything.

explain:
if i edit a taxonomy vocab theres a tab called "Manage Fields".
i can add new field types like at the content types page (admin/structure/types/manage/article/fields).
there are some errors after creating a new field (page not found etc.)
and i cant delete that new added field. it also produce some errors in the field.module at the reports page

is it a bug or a new not completely developed feature?

The "page not found when adding field" bug is being worked on: #614030: Cannot edit fields for taxonomy terms

Once apply that patch however, there are a host of errors cropping up. I can add fields to a term, but then when I try to use that term I get errors. I can add mandatory fields to tag-based types of terms, so when new terms are added at content-creation time, i can't fill out the required fields.

Not sure where this is being worked on. I'm actually looking for some more info about this, so I can report my errors.

The issue queue is generally for submitting patches, screenshots, and requests/bug reports. Technically we should be having this conversation in IRC. Alas. I am nearlythere on IRC.
