I need a coupon for Buy 2 get the second at 50% off.

I set it at Minimum quantity. Qualification amount 2. Percentage off per qualifying item. Discount amount 0.5. Unlimited applications.

When I put (4) $24.95 items in the cart, the discount comes out to $12.24. So it's giving 50% off only one item, when with 2x the qualifying items, and no application limit, it should be giving $49+ Am I doing something wrong or is it a bug?
