Where do you set the user disk quota?

Where is the User Disk Quota established? I've been getting an error message when trying to upload files. The message advises that the file can't be attached "because the disk quota of 1 MB has been exceeded."

Is that quota hard coded into upload.module or is it configurable by the admin?

Try going to admin/settings/upload - it's in there and is done per user role

I dunno about 4.7, but the link to this settings page in 5.x should be admin/settings/uploads (with an s).
