Permissions on fields

Using webforms, can you place permission on individual fields. My need is that I want users to fill out a form (only seeing a set number of fields) then when completed and at a later date, I the admin would like to go in and update the form and be given additional fields for office purposes fill these out (i.e. followed-up Y/N, Approved Y/N, etc...
