I have TinyMCE 3.2.5 associated with a "Rich text editor HTML" input format. When I edit that profile, under Basic setup, "Allow users to choose default" is checked. But, in the users' profiles, there's no selector for them to choose the default editor state.

There's a comment in the code indicating that part was not fully implemented and needs a rewrite, see #322433: Replace default editor status option(s) with intelligent logic.
