Description
When a platform has no sites, the batch migrate form when loaded in the modaldialog iframe shows an endlessly spinning wheel.
We also ought to have a 'Go back' button or something anyway, modaldialog or not.

er and it's modalframe, no idea when I started calling it modaldialog.

the issue is that the page content of the modalframe has no background.
