Move Media browser UI tabs to jQuery Tabs [#612796]

Now that jQuery UI is in core, let's move all of the vertical tabs in the browser to use the jQuery tabs

Should be straightforward with http://api.drupal.org/api/function/theme_vertical_tabs/7 Need to refactor display building.
