How do I change comment form settings & how do I remove these things at the bottom?

here is a link to a picture of the stock comment form http://i33.tinypic.com/j5z2mf.png , as you can see there are links at the bottom for "input formats" and "notification"... how do I remove these options and just have the form and a submit button?

Also how do i change the form width / height / etc? Also there is a bunch of garbage about formatting options as follows:

* Web page addresses and e-mail addresses turn into links automatically.
* Allowed HTML tags:

1. * Lines and paragraphs break automatically.

These appear when regular authenticated users view the form... I dont want these to show. I just want a simple small square similar to facebook wall forms.
