If the profile module is not available, admin menu shows an empty menu item pointing to admin/user/profile under "User management".

However, marking as duplicate of #562304: Menu is not updated after user role or permission changes.
You can follow up on that issue to track its status instead. If any information from this issue is missing in the other issue, please make sure you provide it over there.
