If the profile module is not available, admin menu shows an empty menu item pointing to admin/user/profile under "User management".

Thanks for taking the time to report this issue.
However, marking as duplicate of #562304: Admin menu does not change when roles affecting a particular user change.
You can follow up on that issue to track its status instead. If any information from this issue is missing in the other issue, please make sure you provide it over there.
